Join higher education leaders who will share updates, perspectives, thoughts, data, and wisdom regarding higher education today, in the US and internationally. Their remarks will be presented in the context of the recent changes in the US presidential administration and the US Department of Education as well as how these shifts are impacting higher education globally, study abroad, funding, and future collaborations.

Dr. Shawn Chen: IAUP President, Founder and Chairman of the Board, Sias University
As an advocate of lifelong learning, Dr. Chen’s educational career has lasted for over 40 years and has embraced education, business, and entrepreneurism in different countries. Dr. Shawn Chen is the Founder and the Chairman of the Board of Sias University, an innovative educational institution through which students, leaders, and scholars from East and West can meet and profit from an exchange of ideas expressed in multiple languages and cultures.
Dr. Chen is the President of World Federation of United Nations Associations (WFUNA), the co-founder of Plug and Play (PnP) in Silicon Valley, and the former President of the Association of Universities of Asia and the Pacific (AUAP).
Dr. Fernando Leon-Garcia: President of CETYS University and Chair of the IAUP Board
Dr. Leon-Garcia was President of the International Association of University Presidents (2021–2024) and has led CETYS University since 2010, advancing its U.S. accreditation and global reach. Previously, he was Chancellor of City University of Seattle’s International Division. He serves on key education boards, including ACE, HACU, CASE, and CONAHEC, and has been recognized among Mexico’s Top 300 Leaders (2019–2022). He holds a Ph.D. from Stanford University and honorary doctorates from institutions in Europe and Georgia.
Dr. Devorah Lieberman: President Emerita of the University of La Verne
Dr.Devorah Lieberman is a visionary leader in higher education, serving as the first female president of the University of La Verne (2011–2023) and now President Emerita. As principal of Lieberman & Associates, LLC, she advises on strategy, philanthropy, crisis management, and executive coaching across higher education, healthcare, and corporate sectors. She has held senior leadership positions at Wagner College and Portland State University and remains active in academic scholarship. Recognized with numerous awards, including the Ellis Island Medal of Honor, she also serves on multiple nonprofit and corporate boards, continuing her impact on education and community initiatives.
Sarah Spreitzer: Vice President and Chief of Staff, Government Relations, ACE
Sarah Spreitzer represents ACE and its members on research policy, federal funding, international students, immigration, and legislative issues. With extensive experience in higher education advocacy, she has held leadership roles at the University of Missouri System, Lewis-Burke Associates, and the University of Washington. She has chaired working groups for AAU and APLU and served on key federal relations committees. Spreitzer holds a bachelor’s in anthropology from Beloit College and a master’s in medieval studies from the Catholic University of America. She is also a founding board member of Creative Minds International Public Charter School in Washington, DC.
Heidi Tseu: Assistant Vice President, National Engagement, ACE
Heidi Tseu is a higher education and government relations professional with expertise in public policy and community engagement. Before joining ACE, she was the associate vice president for local government and community engagement at Georgetown University. She previously held leadership roles in the DC Council, advising on judiciary and public safety policy. Tseu has served on several boards, including the ACLU of DC and the Uniform Law Commission. She is a graduate of The Pennsylvania State University and American University Washington College of Law.
